A stolen supercar feels like it should be easy money in GTA 5 story mode. You roll into Los Santos Customs expecting a payout, maybe hoping to buy GTA 5 Money only if your cash situation gets desperate, and then the menu gives you repairs, paint, wheels, and no sale button. That isn't a missed prompt or a progression issue.
